Who bills business rates in Surrey, and what changes in 2027.
In Surrey, business rates are billed by the borough or district council, not by Surrey County Council. Banstead, Kingswood and Reigate are in Reigate and Banstead borough. Caterham is in Tandridge district.
Surrey's 12 councils are due to be replaced by two unitary councils on 1 April 2027. East Surrey Council will cover Elmbridge, Epsom and Ewell, Mole Valley, Reigate and Banstead, and Tandridge. West Surrey Council will cover Guildford, Runnymede, Spelthorne, Surrey Heath, Waverley and Woking.
You apply through your council. Under the GOV.UK rules, your property's rateable value must be below £15,000, and your business will usually use only one property.

Business rates are billed by Reigate and Banstead Borough Council, at Reigate Town Hall.
In Caterham, business rates are billed by Tandridge District Council. Elsewhere, check with your own borough or district council.
Croydon, next to East Croydon station, and London Bridge. On weekdays, trains from Reigate, Kingswood and Caterham reach East Croydon without a change.
